The Worldwide Circassian brotherhood sent on October 25th to the Internet-site of the president of Russian Federation Vladimir Putin a question, concerning the decree and the state program concerned the compatriots. The leader of the public organization Zamir Shuhov informed that to IА REGNUM correspondent. The question was formulated as follows: "Will the representatives of the foreign Adygeyan (Circassian) Diaspora be put in the concept "compatriots" of the decree "About measures on assistance to voluntary resettlement to Russian Federation of compatriots living abroad"?
In the explanatory part of the question it was spoken that "Adygeyan (Circassian) foreign Diaspora is the second-largest (after the Russian) Diaspora of the peoples of Russian Federation. Over 5 million ethnic Adygs “believe the Northwest Caucasus being a part of Russian Federation, as their Native land" and hope for an opportunity of returning to the land of their ancestors. In that question they need the state support and assistance in relation to the problems discussed at the World congress of compatriots passed on October 24-26th in St.-Petersburg.
"Russia is a multinational state, - it was underlined further in the text, - and interests of each citizen are reserved by its constitutional laws. We consider that inclusion of Adygs (Circassians) to the compatriots mentioned in the decree "About measures on assistance to voluntary resettlement to Russian Federation of compatriots living abroad" is a lawful request".
The conditions for resettlement of the decree, as the World Circassian brotherhood considers, should concern the ethnographic and the moral factors. At the moment the procedure of giving documents about the Russian citizenship is an insuperable barrier for many Adygs living abroad because the Adygs (Circassians) violently deported in the 19th century could not have had documentary proofs of the Russian citizenship in that time.
"Considering sequence of the historical events, mutual relations and the military-political union of the Russian state with the indigenous peoples of the Northwest Caucasus and the subsequent association of the territories the Adygs (Circassians) had occupied into Russia, the descendants of the ethnic Adygs should have their legitimate right for returning to the historical native land and complete support of Russian Federation in that question", - it was spoken in the final part of the explanatory.
