Shapsugs want to meet governor of Krasnodar Region

The congress of the Black sea Shapsug Public parliament (Adyghe Khase) made decision on necessity of their meeting with the governor of Krasnodar Region Alexander Tkachev. The main problem that should be sounded at the meeting concerned the rights of Shapsugs (as small indigenous people), not realized for several years.

According to the participant of the congress Aidamir Tkhagushev, it had taken place in Lazarevsky settlement in the office of the public organization on November 25. At the congress there were present about 70 men.

The idea of meeting with the governor faced skeptical estimations of those delegates of the congress who spoke after that offer, the interlocutor said. They said, for example, that Shapsugs had met with officials for already 10 years, they wrote them, and still there were no results.

"Certainly, - he commented, - we should meet, and we should speak to them. But if there is no sense, we will have to pass to the judicial field. That, actually, had been already done. The applications to court are submitted, they stated verdicts. When it did not satisfy the applicants, they submit cassation to the higher juridical instance - we shall say, the Supreme court of Russia, the European court".

"When the idea of meeting was sounded, - Tkhagushev continued, - it made on me, and not only at me impression that someone from "United Russia" of Krasnodar Region had initiated it. It was also connected to the forthcoming elections of December 2".

"In my speech at the congress I spoke about different thing, - the interlocutor said. - I emphasized that the congress should delegate powers for realization of ethnological examination to Zaurbek Shu, as about that it was spoken at the previous congress organized at the end of April of this year in Tuapse. In its published decision it was said that the parliament passed powers to the congress - without indication of concrete name". Therefore it was impossible to undertake even the first steps to realization of the order.

The ethnological examination, the interlocutor of “Caucasian unit" correspondent explained, should develop a document that could have shown the true condition of the small indigenous people. And, as Shapsugs hope, it could be additional argument in the litigation in Tuapse, Tuapse area and Sochi area.

"The audience supported me in this requirement, - Tkhagushev added. - And the protocol was prepared right there and then at the congress".

"Besides, the interlocutor continued, I asked the congress about that the management of the public parliament assisted in Adygs-Shapsugs’ petition in connection with referendum concerned integration of Tuapse and Tuapse area. It will pass on December 2, too. And if that integration of the town and the area takes place then, accordingly, they will have to write the charter of the new municipal formation, in which, in our opinion, they should fix the rights of Shapsugs".

In Tuapse town and Tuapse area the litigations resulted not for the benefit of Shapsugs, he reminded. In Tuapse, for example, in the verdict of court they said that Shapsugs have the rights, as well as corresponding privileges but there were no their representatives in the town. As the basis to such statement was the census of 2005, where Shapsugs were written down as Adygs. Now by means of the petition we should demonstrate that marked in the census Adygs are Shapsugs.

"Decision on petition was adopted at the April congress, - Tkhagushev said. - But till now it hasn’t begun, so the verdicts of the courts of Tuapse and Tuapse area are still not challenged".

As a whole, in the interlocutor’s opinion, activities of the leadership of the public parliament caused proof dissatisfaction of the delegates. "Management tries to make advances to the authorities. As I understand, they did it constantly, since the time when Shapsugs did not manage to recreate their national area, in exchange for which they were recognized the small indigenous people of Krasnodar Region".

Such "politics", in the interlocutor’s opinion, can not give any benefits. The authority in its turn plays by its own rules and never loses.
