Kabardino-Balkaria expects to attract big investors 

In Kabardino-Balkaria they imposed the sufficient republican budget for 2006 that would allow paying out in time salary to state employees and energy companies. The press-secretary of the president of Kabardino-Balkaria Djamilia Hagarova informed about it on Saturday the correspondent of the Agency of National news. "The account part of the budget is optimized; staff of all the levels of the management reduced for 5 percent: from municipalities up to the government of republic. This measure has given economy of charges almost 200 million rubles a year", - told Hagarova. As she said, the president of Kabardino-Balkaria Arsen Kanokov put the problem of significant growth of the republican budget during the nearest years. Kanokov was sure that the present budget of republic which made 9,5 billion rubles in the view of opportunities of Kabardino-Balkaria should become considerably greater.

Arsen Kanokov saw the prospects of growth of republican economy in construction of the second part of the cascade of the hydroelectric power station on Nizhny Cherek river, as well as development of industry, entertaining and resort spheres. With input of additional capacities of the hydroelectric power station for own needs of the republic in electric power would be satisfied in two third, and the cost price of one watt would make 28 copecks whereas purchase of energy on Federal Wholesale Electric Power Market (the Federal market of the electric power and capacity) cost 80 cop. for a watt that negatively influenced the cost price and competitiveness of the local production.

Regarding development of industry and tourism, the leader of the republic counts on attraction of big investors. In particular, reconstruction of the Tyrnyauzsky mountain-concentrating factory – the greatest factory in Russia on extraction of tungsten and molybdenum - caused interest of the holding "Base element". The nearest plans of the investors were discussed at the recent meeting in Moscow with the head of the holding Oleg Deripaska.

The meeting with the head of "Gazprom" Alexey Miller also took place. At it they solved a question on re-structuring during five years of 2,6 billion rubles debt of the republic for gas. Next week Arsen Kanokov will discuss with Michael Zurabov creation of the modern 16 million euro medical-diagnostic center in Nalchik, and at the meeting with vice-premier of Russian Federation Dmitry Medvedev he will discuss the question of providing other health resorts of KBR with modern medical and diagnostic equipment for 150 million rubles.

The president of Kabardino-Balkaria considers that economic development of the republic seriously stirs a shaft of negative information duplicated after the events in Nalchik on October, 13-14th. Thus the mass-media do not report that in the republic hospitals and schools are under construction, roads are built, federal target programs for the total sum 800 million rubles are carried out.

The first step for attraction in KBR business-elite became providing of maximal transparency of information concerned the republic. The web-site of the press-service of the president where with the letter each inhabitant of the republic can address is opened and will develop. "The president has personally familiarized with the received letters, has given the assignment to the government and intends to check their execution", - emphasized Hagarova. Kanokov is confident that the problems troubled the population mustn’t be got inside. The president considers that rise of republican economy is possible only with joint efforts of the state authority and the population. The majority of citizens of the republic understands that it is necessary to work all day long instead of waiting for grants.
