Maykop deputies’ address to the Cabinet of ministers of Adygeya and to the deputies of the State Soviet-Khase of Adygeya passed at the 26th session on March, 30 was published in the mass-media of Adygeya capital on April, 1st. In the address they expressed their worry in connection with the state of "Maykop heat networks" municipal enterprise.

"In the conditions of constant energy-vehicle values’ growth and low incomes of the population, - they said in it, - unpaid losses of the enterprise for the previous years till the 1st of January 2003 came to 68, 2 million rubles. That fact became a cause of the gas debt as well as debts for electricity and water providing of the same term which came to 70, 8 million rubles. Passed by the town administration and the Soviet of People’s deputies in 2003 unpopular measures – heat providing tariffs’ increasing - had sufficiently improved the situation at the enterprise.

However the next increasing of values for gas, electric power and water as it was said in the address had complicated the situation again. While keeping tariffs for heat power providing for population at the constant level the deputies considered the "Heat networks" enterprise needed some budget compensation. Increasing of quota payments of the population up to 90 per cent could become the cause of social tension in Adygeya capital.

In the address they express a hope for constructive interaction of republican and town authorities in the solving that important problem. They mean granting from republican budget 32 million rubles "in the name of preservation of peace and stability in the town and republic". The whole sum of the compensation for the enterprise must come to 96 million rubles instead of 20, 5 million rubles considered in the budget.
