In the Committee on agricultural policy and natural resources of Kabardino-Balkarian parliament the bill “About operations with agricultural lands” was considered. It is well-known that at the moment agricultural lands in Kabardino-Balkaria are distributed among leaseholders according to Kabardino-Balkarian presidential decree that furnished heads of local authorities with proper powers. 

Supposed that such method wouldn’t allow gathering of large agricultural lands in single hands in conditions of land’s lack all around republic. In the bill they offer a norm according to which the question of sale and purchase of agricultural land could be discussed not earlier than in 49 years and on the condition that the lands would be used strictly for their proper purpose. As a representative of the ministry of agriculture of Kabardino-Balkaria informed at the sitting of the Committee, nowadays all the lands given into competence of local authorities have been leased and they don’t have any free ones. According to data of a number of deputies nearly 70 per cent of the lands hadn’t been even cultivated that says their owners exist only on papers.
