  Human rights scandal in Kabardino-Balkaria, Russian Federation

 

“WE HAVE INSTRUCTIONS FROM MOSCOW AND WE CAN’T LET YOU IN KABARDINO-BALKARIA.” 

 

Repatriate HAJI BAYRAM BOLAT’s plight against illegal practices continues. Bolat’s residence permit being reinstated by Nalchik Court, arrived by air in Nalchik to face violation of his rights by Russian authorities again. European Court of Human Rights is considering Bolat’s Case. Iskhak Kuchukov, the lawyer protecting HAJI BAYRAM BOLAT’s interests has received a letter from Strasbourg recently... 

Repatriate HAJI BAYRAM BOLAT faced yet another violation of his rights on 23 August 2004 when he arrived by air in Nalchik from Istanbul, Turkey. Repatriate HAJI BAYRAM BOLAT was coming back to his homeland to settle in Kabardino-Balkaria forever. HAJI BAYRAM BOLAT had lived in Nalchik for eight years before he was deported last year without being given any explanations. In turn, HAJI BAYRAM BOLAT had looked for justice at Nalchik Court and with his residence permit being reinstated by Nalchik Court, arrived by air in Nalchik to face violation of his rights by Russian authorities again. 

HAJI BAYRAM BOLAT arrived in Nalchik with Court Decision and with Invitation on 23 August 2004 to face a blockade by Border Guards. 

Valeriy Khatazhukov, the chairman of the Public Human Rights Centre, regional division of the Movement for Human Rights in Nalchik, Kabardino-Balkaria stated to Agency Caucasus that what is happening at Nalchik Airport is totally unacceptable and is a severe violation of the most essential rights of HAJI BAYRAM BOLAT. 

Iskhak Kuchukov, the lawyer protecting HAJI BAYRAM BOLAT’s interests stated that The Security Department of Kabardino-Balkaria has issued a Residence Permit to HAJI BAYRAM BOLAT with validity until year 2008 and Bolat has the Reinstatement Decision by Nalchik Court. In defiance of all the proper and legally binding documents, all what they say is this: “WE HAVE INSTRUCTIONS FROM MOSCOW AND WE CAN’T LET YOU IN KABARDINO-BALKARIA.”
