DEPORTATION SCANDAL IN RUSSIAN FEDERATION
BOLAT HAJI BAIRAM (30) permanent resident of Russia for 11 years and successful challenger of his deportation from Kabardino-Balkaria, with his permanent residence status restored by the Visa Service of the Interior Ministry in the Russian Autonomous Republic, is AGAIN DEPORTED!!! Bolat Haji Bairam (30) permanent resident of Russia for 11 years and planned to apply for Russian citizenship, is deported again on 25 August 2004. The story of Haji Bairam’s first deportation had created a stir in North Caucasus republics with Circassian diasporas and drew the attention of Russian human rights organisations. Bolat Haji Bairam appealed the deportation verdict in the courts of Kabardino-Balkaria and then took his case to the European Court of Human Rights in Strasbourg. The Strasbourg court issued a memorandum to the Russian side. This led the Russian general prosecutor’s office to admit that Haji Bairam had been wrongfully deported. Finally the Nalchik Court issued a ruling of wrongful deportation and restored him to all his rights. Haji Bairam’s lawyer, well known human rights activist ISKHAK KUCHUKOV stated that his client had not broken any laws and that all against him were “PRIMITIVE POLICE FABRICATIONS.” Circassian Public believes that the Russian authorities have a deliberate policy of discouraging repatriation. All these lawless acts are not simply sad mistakes but are deliberate efforts at stopping the Circassians from returning to their ancestral home.
