The Council of republic of the State Soviet-Khase of Adygeya passed today the Law "About referendum of Adygeya Republic" in the second reading. About that the deputy of the lower chamber of the parliament Vladimir Karatayev informed Caucasus Times correspondent. The offer on voting, as he explained, was brought by the deputy Anatoly Osokin, the chairman of the committee under legislation of the Council of republic. Karatayev also said that the law was passed after repeated voting, in which about 19 deputy mandates participated.
As Vyacheslav Bekuh, the head of the legal committee of the upper chamber of the parliament, explained to Caucasus Times correspondent, at the moment the Council of representatives of the parliament should approve the law then it would be sent for signing to the president of Adygeya.
There is also another variant of succession of the events: the law could be not approved, and then it should be returned in the lower chamber for veto overcoming. In that case they would need not the simple majority of the voices (as at today’s session), but the two third of the deputies’ voices.
Note: adoption of the law on referendum of republic in the present version as Adygeyan public considers, will lead to liquidation of republic as in the law there is no interdiction on carrying out of a referendum in occasion of the status and borders of Adygeya. It is necessary to note also that the law on referendum of Adygeya, in which there had been such items, was abolished in the last summer after insisting of the federal departments in the republic – the Office of Public Prosecutor and the Ministry of justice.
