A bill about self-dissolution of the parliament of Adygeya was discussed on November, 9th at the regular session of the upper chamber of the State Soviet-Khase of Republic, IА REGNUM correspondent informed. The Lower chamber had adopted it earlier. However, it is necessary to note that the project of the law was passed by the lower chamber - repeatedly in the same kind, in which, having passed the both instances, once had been already rejected by the president of Adygeya.
His official representative in the parliament Alexander Dorofeyev explained Khazret Sovmen’s position. He named, in particular, the law "a deadborn": the law was prepared for 2-chambered parliament whereas since the spring of the next year it would become one-chambered. Besides the deputies left the items which had caused disagreement of the president: the head of the republic considered that it would be enough for the decision on self-dissolution of the parliament only simple majority of deputies’ voices, as the parliamentarians told about two thirds.
The chairman of the committee of the lower chamber under legislation Vyacheslav Bekuh called the deputies to support the law in original form: the bill did not contradict the federal juridical norms - that was confirmed by the conclusion of the republican Office of Public Prosecutor. Such law was adopted by more a half of Russian subjects. And eventually, it was one of the items of the reached arrangement with the plenipotentiary in SFD Dmitry Kozak.
Let's remind, the arrangement Bekuh reminded about, was reached after the attempt of dissolution of the parliament, undertaken by Adygeya president on May, 18th this year, and the opposing between the executive and the legislative branches of authority of the republic continued about 10 days.
The result of discussion was made through voting: one third of the present deputies refused to participate in it, therefore the law was not approved.
